Description
The Phoenix area had no sizable Mexican presence before the U.S. took over the territory. Some assumed that the region was founded completely by whites from the outset. Whites and Mexicans actually held nearly equal populations throughout the first two decades of settlement. Though they did not hold equal status, their cohabitation was largely characterized by mutual interdependence and respect. Transforming the Salt River Valley's desert terrain into a regional agricultural hub depended on the Sonorans' preindustrial skills. As the town modernized, a new class of resident sought large scale projects to integrate Phoenix into the U.S. economy. Two pivotal projects achieved this. First, railroad spur lines made Phoenix accessible for migrants, as well as allowing farmers to supply commercial markets profitably. Second, the massive Roosevelt Dam secured a stable water supply for valley farmers. While these projects provided the foundation for development, it was cotton that brought commercial success. Throughout World War I, valley cotton growers capitalized on the booming cotton market by expanding their average acreage from 400 acres in 1912 to 130,000 acres in 1920. This rapid escalation to meet wartime demands depended upon a massive seasonal labor force from Mexico. While this boom brought prosperity to valley farmers, it solidified the Mexican's role in the Salt River Valley as little more than a laborer. Valley cotton growers impressively managed all labor issues through a well-organized collective association. Over-recruitment and wage setting kept workers from collective bargaining for better wages. The cotton growers' hegemony crashed along with cotton prices in 1921. Though the industry recovered fairly quickly, the cotton growers faced a new challenge in the rising national clamor to restrict Mexican immigration to the U.S. Though growers fought restrictions in Congressional hearings throughout the decade, the economic crash of 1929 finally ended widespread Mexican immigration. By the time of the crash, most Mexicans who remained lived in the agricultural peripheries or scattered urban barrios.

ABSTRACT
This dissertation examines the encounter of a large cadre of 103 Roman Catholic priests from Ireland and their Mexican parishioners. Scholars have not explored this rich historical juncture. This is the first study to do so. Primary and secondary sources, as well as numerous oral history interviews provide the evidence that supports the thesis that the Irish priests and the Mexican people shared something of a common consciousness, resulting from similar histories, worldviews, and cultural values. This counters the prevailing scholarly opinion which excoriates Euroamerican churchmen of that time for misunderstanding and neglecting their Hispanic flock. Standing apart in this respect, most priests from Ireland--unlike clergy from other backgrounds-- were sympathetic to folk traditions and experienced a synergy with Mexican people which enabled them to adapt and learn from Hispanic communities.
Yet for all that Irish priests and Mexicans shared in common, these pastors failed to see or at least address the social, economic, and ecclesiastical discrimination which Mexicans daily experienced or challenge the systems which kept them subservient. Paradoxically, these clergy accepted Mexican people, but they also accepted the racist structures which marginalized them.
This historical moment is unique for two reasons. In the mid-twentieth century Irish-born priests were ubiquitous and constituted the largest number of Catholic missionaries in the world. Today there are scarcely enough priests to supply the parishes of Ireland. Similarly, in the mid- twentieth century Mexicanos and Mexican Americans were almost without exception Catholic.
Today this can no longer be taken for granted. These shifts presage the end of an era for the Church in Arizona. Nationally, they correspond to the denouement of long-standing U.S. Irish ecclesiastical establishment and herald the ascendancy of an Hispanic Catholic Church.
In reconstructing this history salient themes emerge: ethnicity, religion (official/popular), power relations, prejudice/discrimination, and the discovery of common ground amid differences. This matrix gives rise to a complex crisscrossing of trajectories of Catholics and Protestants (in society), Irish and Mexican Catholics (in the church), priest and parishioners (in the parish). It holds lessons for the future.

The purpose of this study is to give voice to five Arizona DREAMers. The assumption is that DREAMers have developed unique strategies as a means to navigate the education highway and ethos of Arizona laws that are seldom positive. These five stories represent a very small sampling of the many DREAMers that dot the landscape of Arizona. Their stories are important to add to the collection of literature that already exists on this topic because Arizona DREAMers confront far more challenges due to the anti-immigrant laws that have prevailed despite federal law changes. DREAMers are neither monolithic nor a homogenous group; each individual carries a unique story that merits hearing and may shed light on the reasons why most have opted to stay in a state that has so passionately rejected them despite progress in other states. It may also illuminate the benefits Arizona stands to give by accepting DREAMers as contributing members of society and may even enlighten the state public on the benefits of passing a major comprehensive immigration reform. The scope of this project is designed to highlight the personal challenges these five DREAMers face in Arizona, a state that has consistently used discriminatory treatment and purposefully created roadblocks through the creation of draconian laws. Former Governor Brewer has repeatedly labeled DREAMers as an economic drain on the state's educational system and has stated the Dream Act is nothing but "backdoor amnesty" and political pandering by the Democratic president. Despite all the negative rhetoric, this Arizonan cohort has not given up on their dreams. Their determinations and strengths are the focus of this project. Narratives will enable the DREAMers' stories to be told through their own voice through semi-structured and in-depth interviews with each of the students, transcribing the interviews with subsequent coding and analysis. The results will be organized into major and minor sub themes to give strength to the stories. Findings of this study will contribute and enhance existing literature with the hopes that it might influence policy change at the local level.

By drawing from six oral histories of Mexican immigrant women living in Phoenix, Arizona, this thesis builds on the current literature on Mexican immigrant women living in the United States. Through an analysis of U.S. policies that spur Mexican migration to the U.S. and its simultaneous policies that dissuade and criminalize immigrant presence in the U.S., I highlight the increased level of migration through Arizona and the ensuing anti-immigrant politics in the state. By centering women in this context, I demonstrate the obstacle Mexican immigrant women face in the crossing and upon arrival in Phoenix, Arizona. In sharing the stories of Mexican immigrant women who overcome these obstacles, I challenge the portrayal of Mexican immigrant women as victims of violence and use the work of Chicana feminist theorists and oral history methodology to highlight the experiences of Mexican immigrant women adapting to life in the U.S. in order to expand literature of their unique lived experiences and to also contribute the stories of resiliency of Mexican immigrant women in the contentious anti-immigrant city of Phoenix, Arizona.
