At the beginning of 2020, a global pandemic had left leadership at the large, aerospace conglomerate Raytheon Technologies with a drastic reduction in sales, creating conflicting desires between dissatisfied employees and investors. Unique challenges, such as a pandemic, have been shown to be effectively addressed by leaders using the “reframing” technique. This thesis demonstrates the process of reframing and its ability to reveal additional solutions that Raytheon Technologies leadership should have implemented when there was a drastic drop in company profit. The process of reframing is changing the perspective of a situation, using four different frames: structural, symbolic, human resource, and political. The reframing method uncovers how Raytheon Technologies could have most effectively addressed the needs of the employee, as well as the company, in the context of the COVID pandemic. The well-being of the employees would have been better supported financially and emotionally if Raytheon had used the four framing techniques to approach the company's financial health and better communicated to improve the emotional welfare of the employees. This thesis analyzes the situation of leadership fighting for a company’s survival, while thousands of employees were scared for their job security through each frame to reveal the additional solutions. After analyzing the situation through each frame, the human resource and political frames would be the most impactful for improving employee morale, while reducing overhead. From the human resource frame, increasing the content and frequency of communication between leadership and employees would reduce anxiety caused by uncertainty. The political frame offers ideas for reallocation of resources while avoiding layoffs. The reframing technique is an adaptable model that can be applied by leadership to assess any problem. Each frame has its assumptions and limitations, and leadership’s success is dependent on their ability to choose the proper frames.



The objective of this dissertation is to identify a recommended balance between
leadership and management activities of a project manager who aims to rehabilitate a distressed construction project.
The data for this research was collected from 338 construction project professionals belonging to fifteen large construction companies who participated in leadership seminars originated by professors from Arizona State University. The seminars contained various leadership games and exercises that were designed specifically to collect data about leadership and management actions taken by the project managers.
The data from one of the games, called “Project from Hell” (PFH), was used in this research. The PFH game presents the participants with a set of fifty-two actions cards written on a deck of game cards and asks them to select the ten action cards they perceive as being most effective for turning a troubled construction project around. Each suit of the deck represents a different category of actions, focusing on either Traditional Leadership (Hearts), Best Value Leadership (Diamonds), Traditional Management (Spades), or Micro- Management (Clubs).
Statistical analysis of the results revealed that only sixteen of the fifty-two actions cards were selected with statistically significant consistency. Of these sixteen actions, six actions were form Traditional Management actions, five were Traditional Leadership actions, and five were Best Value Leadership actions. This rendered a recommended balance of 62% leadership activities vs. 38% management activities for project managers to rehabilitate distressed construction projects. It was also found that the same balance is recommended for the normal condition construction projects. The calculated weighted

scores for ranking the sixteen effective leadership and management actions revealed that the five Traditional Management actions are the top-most effective actions. This demonstrates the importance of stand still management actions in rehabilitating in trouble construction projects
The findings were converted into easy to implement guidelines about how project managers can change habits to increase their effectiveness by focusing on the right type of actions.
A generalization of the methodology for interpreting the results of any study based on selection of activities, was also developed.





The most impactful research identified in this thesis, has led to conclusions that pre-planning is critical, hiring contractors who have expertise will result in better performance, and risk is mitigated when the supply chain partners work together and expertise is utilized at the beginning of projects.
The problems with construction non-performance have persisted. Legal contract issues have become more important. Traditional research approaches have not identified the severity and the source of construction non-performance. The problem seems to be as complex as ever. The construction industry practices and the academic research community remain in silos. This research proposes that the problem may be in the traditional construction management research structure and methodology. The research
has identified a unique non-traditional research program that has documented over 1700 industry tests, which has resulted in a decrease in client management by up to 79%, contractors adding value by up to 38%, increased customer satisfaction by up to 140%, reduced change order rates as low as -0.6%, and decreased cost of services by up to 31%.
The purpose of this thesis is to document the performance of the non-traditional research program around the above identified results. The documentation of such an effort will shed more light on what is required for a sustainable, industry impacting, and academic expert based research program.
