Society is heavily dependent on a reliable electric supply; all infrastructure systems depend on electricity to operate. When the electric system fails, the impacts can be catastrophic (food spoilage, inoperable medical devices, lack of access to water, etc.). The social impacts, defined as the direct and indirect impacts on people, of power outages must be explored as the likelihood of power outages and blackouts are increasing. However, compared to other hazards, such as heat and flooding, the knowledge base on the impacts of power outages is relatively small. The purpose of this thesis is to identify what is currently known about the social impacts of power outages, identify where gaps in the literature exist, and deploy a survey to explore power outage experiences at the household level. This thesis is comprised of two chapters, a systematic literature review on the current knowledge of the social impacts of power outages and a multi-city survey focused on power outage experiences.

The first chapter comprised of a systematic literature review using a combined search of in Scopus which returned 762 candidate articles were identified that potentially explored the social impacts of power outages. However, after multiple filtering criteria were applied, only 45 articles met all criteria. Four themes were used to classify the literature, not exclusively, including modeling, social, technical, and other. Only papers that were classified as “social” - meaning they observed how people were affected by a power outage - or in combination with other categories were used within the review.

From the literature, populations of concern were identified, including minority demographics - specifically Blacks or African Americans, children, elderly, and rural populations. The most commonly reported health concerns were from those that rely on medical devices for chronic conditions and unsafe generator practices. Criminal activity was also reported to increase during prolonged power outages and can be mitigated by consistent messaging on where to receive assistance and when power will be restored. Providing financial assistance and resources such as food and water can reduce the crime rate temporarily, but the crime rate can be expected to increase once the relief expires. Authorities should expect looting to occur, especially in poorer areas, during prolonged power outages. Gaps in the literature were identified and future directions for research were provided.

The second chapter consists of a multi-city survey that targeted three major cities across the United States (Detroit, MI; Miami, FL; and Phoenix, AZ). The survey was disseminated through Amazon’s Mechanical Turk and hosted by Qualtrics. 896 participants from the three cities qualified to complete the full version of the survey. Three criteria had to be met for participants to complete the full survey including residing in one of the three target cities, living at their primary address for a majority of the year, and indicate they had experienced a power outage within the last five years.

Participants were asked questions regarding the number of outages experienced in the last five years, the length of their most recent and longest outage experienced, if they owned a generator, how they managed their longest power outage, if participants or anyone in their household relies on a medical device, the financial burden their power outage caused, and standard demographic- and income-related questions. Race was a significant variable that influenced the outage duration length but not frequency in Phoenix and Detroit. Income was not a significant variable associated with experiencing greater economic impacts, such as having thrown food away because of an outage and not receiving help during the longest outage. Additional assessments similar to this survey are needed to better understand household power outage experiences.

Findings from this thesis demonstrate traditional metrics used in vulnerability indices were not indicative of who experienced the greatest effects of power outages. Additionally, other factors that are not included in these indices, such as owning adaptive resources including medical devices and generators in Phoenix and Detroit, are factors in reducing negative outcomes. More research is needed on this topic to indicate which populations are more likely to experience factors that can influence positive or negative outage outcomes.

City governments are increasingly interested in the concept of urban resilience. While theoretical debates continue to develop and critique the value of ‘urban resilience,’ a growing number of cities are organizing policies and projects around the concept. Building urban resilience is viewed as a key concern for cities facing, in particular, climatic threats –although other urban challenges and equity concerns are increasingly prioritized. Support from city leadership and large funding opportunities, such as the Rockefeller Foundation’s 100 Resilient Cities program, have encouraged some leading cities to create and manage city-wide resilience strategies. Yet pioneering cities have few guideposts to institutionalize resilience. This research evolved out of conversations with city officials in Portland, OR who were interested to learn how other cities were organizing resilience work. We explore how urban resilience is being structured and coordinated in 19 North American cities, focusing on emerging definitions, organizational structures, internal and external coordination efforts, and practitioners’ insights. We situate our findings on emerging governance approaches and lessons learned within the current urban resilience literature on governance by reviewing 40 academic papers and identifying 6 recurrent factors for effective governance. Additionally, we conducted 19 semi-structured interviews with North American resilience practitioners to describe emerging organization trends and share lessons from practice. Based off our interviews, we propose 5 key findings for structuring resilience work in cities effectively. These include: establishing a clear, contextual definition and scope, bringing communities into the process, championing the agreed-upon vision, balancing a centralized and dispersed approach, and recognizing tradeoffs in organizational placement. This research provides practitioners with insights to help facilitate resilience work within their cities and contributed to the scholarly debate on moving resilience theory toward implementation.

Extreme heat is the deadliest weather and climate-related hazard in the United States, and the threat it poses to urban residents is rising. City planners increasingly recognize these risks and are taking action to mitigate them. However, the COVID-19 pandemic has disrupted many plans. Building on a previous survey which queried city planners from across the United States about how concerned they were about extreme heat, and their heat management efforts. This thesis examines how these perceptions and efforts have changed in the face of the COVID-19 pandemic. In general, it was found that public spaces which would typically have been used to shelter individuals from extreme heat conditions were closed to mitigate close-contact and to encourage social distancing. Furthermore, priorities were changed as the presence of the virus became commonplace, with plans being altered, delayed, or shelved to diverge more time and effort towards the crisis at hand. Working environments and conditions also changed, which in several cases led to technological shortcomings, resulting in further delays. Finally, most planners had attained a surface-level understanding of which socio-economic groups were most impacted by both COVID-19 and extreme heat, in congruence with the current literature written on the topic. Generally, it appears that planners feel that the impact of COVID-19 on heat planning efforts has been limited.

Sustainability has become an increasingly important topic in the food service industry, particularly in restaurants as consumers have become increasingly aware of the impact of their choices. Restaurants have many different factors that contribute to climate change, ranging from food waste, purchasing of harmful crop production, and support of cattle products. Many ideas and suggestions have been proposed and pitched to reduce the negative effects the food industry has put on the environment. Common ideas include buying ingredients from local farmers, composting, and offering plant-based products. This paper explores the viability of these solutions, focusing on the perspective of local businesses and how possible these solutions are financially and in practice. To gather a broad perspective on different restaurants and their insights on the challenges that come with sustainable living, exploratory interviews of restaurants were conducted to assess their attitudes towards plant-based meals, sustainably sourced ingredients, and food waste reduction. These interviews helped give a new insight into the attitudes of both restaurant workers and owners towards sustainability and their willingness to pay for sustainable options. The research findings were the responses of restaurant workers and owners from the interview, their attitudes towards sustainability, their ability to invest in sustainable options, and the practicality of popular sustainable living ideas. The results illustrate the subtleties and intricacies of the restaurant industry taking sustainable actions.

This study explored the consumer response and behavioral patterns in relation to sustainability marketing on food packaging. Following a global trend towards sustainability, there has been a recent explosion in the amount of sustainability labels consumers can find on product packaging, though it is not necessarily an indicator of growth of sustainable products in terms of market share. Many marketing factors, such as, price or quality, can influence dietary decisions individuals are making for their households. In the same way, labels that advertise qualities, including ethical production or minimal environmental impact may persuade consumers to buy a product, regardless of whether or not certifications are accurate. The question arises whether individuals are more likely to buy a product that has a sustainability label. More specifically, does this still hold, even if they do not know what that label actually represents? During this study, a variety of household shoppers were surveyed to gather data on consumer awareness, intentions, and overall attitudes towards the credibility and importance of these labels.

One of the newest technologies available for agricultural use is the sequencing of the bovine genome and the identification of specific genes that would ensure favorable physical traits in the herd. An easy way for this technology to be utilized is in the milking herds of dairies, the herd has already been bred for specific traits and any change due to a genomic influence would be easily seen. Dairy cattle are commonly bred through artificial insemination, and this would be a perfect place for the genomic programs to prove themselves. In order to determine the attitudes of local dairymen toward genomics, I designed and administered a survey to gauge their opinions. The survey was given to a meeting of the United Dairymen of Arizona at their Tempe offices. The survey covered the current breeding methods used by the dairies, the desired attributes in a milking herd and a breeding program, and a place for the dairymen to give their own opinions on genomics. The results indicated that the dairymen are interested of using genomics, but they are unsure of the cost. Dairymen are often looking for new methods to increase their milk production and herd value, but are reluctant to pay a high amount. One recommendation is for these dairymen to utilize bulls that have had their genome analyzed when they are breeding their cows. This would allow the dairymen to see the effects and benefits of genomics on their herd without the dairymen having to front the large start up cost for their own genomic program.

It is well understood that innovation drives productivity growth in agriculture. Innovation, however, is a process that involves activities distributed throughout the supply chain. In this dissertation I investigate three topics that are at the core of the distribution and diffusion of innovation: optimal licensing of university-based inventions, new variety adoption among farmers, and consumers’ choice of new products within a social network environment.

University researchers assume an important role in innovation, particularly as a result of the Bayh-Dole Act, which allowed universities to license inventions funded by federal research dollars, to private industry. Aligning the incentives to innovate at the university level with the incentives to adopt downstream, I show that non-exclusive licensing is preferred under both fixed fee and royalty licensing. Finding support for non-exclusive licensing is important as it provides evidence that the concept underlying the Bayh-Dole Act has economic merit, namely that the goals of university-based researchers are consistent with those of society, and taxpayers, in general.

After licensing, new products enter the diffusion process. Using a case study of small holders in Mozambique, I observe substantial geographic clustering of new-variety adoption decisions. Controlling for the other potential factors, I find that information diffusion through space is largely responsible for variation in adoption. As predicted by a social learning model, spatial effects are not based on geographic distance, but rather on neighbor-relationships that follow from information exchange. My findings are consistent with others who find information to be the primary barrier to adoption, and means that adoption can be accelerated by improving information exchange among farmers.

Ultimately, innovation is only useful when adopted by end consumers. Consumers’ choices of new products are determined by many factors such as personal preferences, the attributes of the products, and more importantly, peer recommendations. My experimental data shows that peers are indeed important, but “weak ties” or information from friends-of-friends is more important than close friends. Further, others regarded as experts in the subject matter exert the strongest influence on peer choices.

To maintain the integrity of the platform while preserving the prosocial ethos, understanding the dynamics of “non-regulatory supplements” to central governance is crucial. In conceptualization, social responsiveness is shaped by communicative actions, in which coordination is attained through negotiated agreements by way of the evaluation of validity claims. The dynamic processes involve information processing and knowledge sharing. The access and the use of collaborative intelligence can be examined by notions of traceability and intelligence cohort. Empirical evidence indicates that social traceability is statistical significant and positively associated with the improvement of collaborative performance. Moreover, social traceability positively contributes to the efficacy of technical traceability, but not vice versa. Furthermore, technical traceability significantly contributes to both moderate and high performance improvement; while social traceability is only significant for moderate performance improvement. Therefore, the social effect is limited and contingent. The results further suggest strategic considerations. Social significance: social traceability is the fundamental consideration to high cohort performance. Cocktail therapy: high cohort performance involves an integrative strategy with high social traceability and high technical traceability. Servant leadership: public agencies should exercise limited authority and perform a supporting role in the provision of appropriate technical traceability, while actively promoting social traceability in the system.

I compare the effect of anonymous social network ratings (Yelp.com) and peer group recommendations on restaurant demand. I conduct a two-stage choice experiment in which restaurant visits in the first stage are informed by online social network reviews from Yelp.com, and visits in the second stage by peer network reviews.

I compare the effect of anonymous social network ratings (Yelp.com) and peer group recommendations on restaurant demand. I conduct a two-stage choice experiment in which restaurant visits in the first stage are informed by online social network reviews from Yelp.com, and visits in the second stage by peer network reviews. I find that anonymous reviewers have a stronger effect on restaurant preference than peers. I also compare the power of negative reviews with that of positive reviews. I found that negative reviews are more powerful compared to the positive reviews on restaurant preference. More generally, I find that in an environment of high attribute uncertainty, information gained from anonymous experts through social media is likely to be more influential than information obtained from peers.

Unrestricted Mexican exports of sugar into the U.S. is considered the most pressing issue facing the U.S. sugar industry. The goal of this dissertation is to analyze the trade of sugar between Mexico and the U.S. as well as analyze additional primary issues confronting the U.S. sugar industry. Chapters 1

Unrestricted Mexican exports of sugar into the U.S. is considered the most pressing issue facing the U.S. sugar industry. The goal of this dissertation is to analyze the trade of sugar between Mexico and the U.S. as well as analyze additional primary issues confronting the U.S. sugar industry. Chapters 1 and 2 provide an introduction to the U.S. sugar industry. Chapters 3 through 6 develop trade models which analyze sugar trade between Mexico and the U.S. The trade models estimate how NAFTA, USDA sugar forecast errors and Mexican ownership of twenty percent of the Mexican sugar industry each impact U.S. producer surplus and Mexican welfare. Results validate that U.S. producer surplus and in some instances Mexican welfare were decreased by full implementation of NAFTA. U.S. producer surplus and Mexican welfare were decreased due to USDA sugar production forecasting errors. U.S. producer surplus would be increased if the Mexican government did not own twenty percent of Mexican sugar production. Using an online choice experiment, Chapter 7 assesses U.S. consumers' preferences and willingness to pay (WTP) for imported and genetically modified (GM) labeled sugar and sugar in soft drinks. Results indicate that consumers prefer bags of sugar and soft drinks labeled as "Not GM". Furthermore, consumers prefer sugar from Canada and the U.S. over sugar from Mexico, Brazil and the Philippines. Evidence is also provided that participants are more likely to choose actual products in the choice set rather than the "none of these" options when controlling for hypothetical bias by using consequentiality techniques. A non-hypothetical experimental auction was used in Chapter 8 to determine consumers' WTP for soft drinks labeled with sweetener and calorie information and analyzed the role of taste panels in an experimental auction. Results indicate that sugar is consumers' most preferred sweetener and calorie labeling is ineffective at influencing consumers to choose healthier soft drinks. Including taste in an experimental auction caused significant reductions in consumers' WTP for all soft drinks. Chapter 9 concludes by summarizing the results of this dissertation and discussing the future challenges facing the U.S. sugar industry.
