Society is heavily dependent on a reliable electric supply; all infrastructure systems depend on electricity to operate. When the electric system fails, the impacts can be catastrophic (food spoilage, inoperable medical devices, lack of access to water, etc.). The social impacts, defined as the direct and indirect impacts on people, of power outages must be explored as the likelihood of power outages and blackouts are increasing. However, compared to other hazards, such as heat and flooding, the knowledge base on the impacts of power outages is relatively small. The purpose of this thesis is to identify what is currently known about the social impacts of power outages, identify where gaps in the literature exist, and deploy a survey to explore power outage experiences at the household level. This thesis is comprised of two chapters, a systematic literature review on the current knowledge of the social impacts of power outages and a multi-city survey focused on power outage experiences.

The first chapter comprised of a systematic literature review using a combined search of in Scopus which returned 762 candidate articles were identified that potentially explored the social impacts of power outages. However, after multiple filtering criteria were applied, only 45 articles met all criteria. Four themes were used to classify the literature, not exclusively, including modeling, social, technical, and other. Only papers that were classified as “social” - meaning they observed how people were affected by a power outage - or in combination with other categories were used within the review.

From the literature, populations of concern were identified, including minority demographics - specifically Blacks or African Americans, children, elderly, and rural populations. The most commonly reported health concerns were from those that rely on medical devices for chronic conditions and unsafe generator practices. Criminal activity was also reported to increase during prolonged power outages and can be mitigated by consistent messaging on where to receive assistance and when power will be restored. Providing financial assistance and resources such as food and water can reduce the crime rate temporarily, but the crime rate can be expected to increase once the relief expires. Authorities should expect looting to occur, especially in poorer areas, during prolonged power outages. Gaps in the literature were identified and future directions for research were provided.

The second chapter consists of a multi-city survey that targeted three major cities across the United States (Detroit, MI; Miami, FL; and Phoenix, AZ). The survey was disseminated through Amazon’s Mechanical Turk and hosted by Qualtrics. 896 participants from the three cities qualified to complete the full version of the survey. Three criteria had to be met for participants to complete the full survey including residing in one of the three target cities, living at their primary address for a majority of the year, and indicate they had experienced a power outage within the last five years.

Participants were asked questions regarding the number of outages experienced in the last five years, the length of their most recent and longest outage experienced, if they owned a generator, how they managed their longest power outage, if participants or anyone in their household relies on a medical device, the financial burden their power outage caused, and standard demographic- and income-related questions. Race was a significant variable that influenced the outage duration length but not frequency in Phoenix and Detroit. Income was not a significant variable associated with experiencing greater economic impacts, such as having thrown food away because of an outage and not receiving help during the longest outage. Additional assessments similar to this survey are needed to better understand household power outage experiences.

Findings from this thesis demonstrate traditional metrics used in vulnerability indices were not indicative of who experienced the greatest effects of power outages. Additionally, other factors that are not included in these indices, such as owning adaptive resources including medical devices and generators in Phoenix and Detroit, are factors in reducing negative outcomes. More research is needed on this topic to indicate which populations are more likely to experience factors that can influence positive or negative outage outcomes.

City governments are increasingly interested in the concept of urban resilience. While theoretical debates continue to develop and critique the value of ‘urban resilience,’ a growing number of cities are organizing policies and projects around the concept. Building urban resilience is viewed as a key concern for cities facing, in particular, climatic threats –although other urban challenges and equity concerns are increasingly prioritized. Support from city leadership and large funding opportunities, such as the Rockefeller Foundation’s 100 Resilient Cities program, have encouraged some leading cities to create and manage city-wide resilience strategies. Yet pioneering cities have few guideposts to institutionalize resilience. This research evolved out of conversations with city officials in Portland, OR who were interested to learn how other cities were organizing resilience work. We explore how urban resilience is being structured and coordinated in 19 North American cities, focusing on emerging definitions, organizational structures, internal and external coordination efforts, and practitioners’ insights. We situate our findings on emerging governance approaches and lessons learned within the current urban resilience literature on governance by reviewing 40 academic papers and identifying 6 recurrent factors for effective governance. Additionally, we conducted 19 semi-structured interviews with North American resilience practitioners to describe emerging organization trends and share lessons from practice. Based off our interviews, we propose 5 key findings for structuring resilience work in cities effectively. These include: establishing a clear, contextual definition and scope, bringing communities into the process, championing the agreed-upon vision, balancing a centralized and dispersed approach, and recognizing tradeoffs in organizational placement. This research provides practitioners with insights to help facilitate resilience work within their cities and contributed to the scholarly debate on moving resilience theory toward implementation.

Extreme heat is the deadliest weather and climate-related hazard in the United States, and the threat it poses to urban residents is rising. City planners increasingly recognize these risks and are taking action to mitigate them. However, the COVID-19 pandemic has disrupted many plans. Building on a previous survey which queried city planners from across the United States about how concerned they were about extreme heat, and their heat management efforts. This thesis examines how these perceptions and efforts have changed in the face of the COVID-19 pandemic. In general, it was found that public spaces which would typically have been used to shelter individuals from extreme heat conditions were closed to mitigate close-contact and to encourage social distancing. Furthermore, priorities were changed as the presence of the virus became commonplace, with plans being altered, delayed, or shelved to diverge more time and effort towards the crisis at hand. Working environments and conditions also changed, which in several cases led to technological shortcomings, resulting in further delays. Finally, most planners had attained a surface-level understanding of which socio-economic groups were most impacted by both COVID-19 and extreme heat, in congruence with the current literature written on the topic. Generally, it appears that planners feel that the impact of COVID-19 on heat planning efforts has been limited.

In an effort to address the lack of literature in on-campus active travel, this study aims to investigate the following primary questions:<br/>• What are the modes that students use to travel on campus?<br/>• What are the motivations that underlie the mode choice of students on campus?<br/>My first stage of research involved a series of qualitative investigations. I held one-on-one virtual interviews with students in which I asked them questions about the mode they use and why they feel that their chosen mode works best for them. These interviews served two functions. First, they provided me with insight into the various motivations underlying student mode choice. Second, they provided me with an indication of what explanatory variables should be included in a model of mode choice on campus.<br/>The first half of the research project informed a quantitative survey that was released via the Honors Digest to attract student respondents. Data was gathered on travel behavior as well as relevant explanatory variables.<br/>My analysis involved developing a logit model to predict student mode choice on campus and presenting the model estimation in conjunction with a discussion of student travel motivations based on the qualitative interviews. I use this information to make a recommendation on how campus infrastructure could be modified to better support the needs of the student population.

Universities host a large, young and diverse population that commutes to the same location every day, which makes them ideally suited for public transportation ridership. However, at many universities in the US, this potential for high levels of transit ridership is not being maximized. This research aims to identify the areas where Valley Metro’s public transit service to ASU’s Tempe campus is over- and under-performing in comparison with the overall public transportation service to the entire Phoenix metro area. The hypothesis states that proximity to campus and the convenience of using public transportation would be the two main factors in determining the success of an area’s public transportation service. ASU’s Parking & Transit Services provided confidential data with the addresses of all the students and employees who purchased a parking pass, transit pass and bike registration. With these data, the public transportation mode share for commuters to ASU in each census block group was calculated and compared to the mode share for the general public, which was based on US Census data. The difference between the public transit mode shares of ASU pass holders vs. commuting by the general public was then computed and analyzed to identify areas as hot and cold spots. These heat maps are then compared to the hypothesized factors of proximity to campus and the convenience of public transportation in terms of the light rail line, park-and-ride lots, and number of transfers needed to connect to campus. The transfers were estimated using origin and destination survey data provided by Valley Metro. Results show that the convenience of public transportation was a driving factor in explaining where the transit mode share to ASU is higher than that of the general public, whereas the proximity to campus had little impact on the areas with high ASU-specific transit mode shares. There is an absence of hot spots directly around the campus which is explained by the combination of both high transit share for the non-ASU population and the large share of ASU students and employees using active transportation and free circulator buses this close to campus. These findings are significant specifically to ASU because the university can learn where the transit service is performing well and where it is underperforming. Using these findings, ASU PTS can adjust its pricing, policies, services and infrastructure and work with Valley Metro and the City of Tempe to improve the ridership for both students and employees. Future research can compare more factors to further interpret what leads to success for transit service to university campuses.

Much of modern urban planning in the United States is concerned with making cities more walkable. However, this is occurring as the urban landscape of the U.S. is altered radically by changes in crime patterns after the summer of 2020. This paper seeks to find out what the relationship is between walkability and crime in major U.S. cities after 2020. Using multiple linear regressions at the city and neighborhood scale, walkability is found to be a significant, positive predictor of 2019 violent crime rate, 2020 violent crime rate, 2020 property crime rate, and 2020 total crime rate at the city level. It was found to be a positive, but not significant predictor at the neighborhood level. Walkability has no protective influence against crime/rising crime, and it appears that as crime gets worse it tends to get worse in the cities that are more walkable, but other variables such as African American population are better determinants of crime. Urban planners should seek to increase walkability while also finding a way to mitigate potential exposure to crime.

Cycling is the most energy efficient mode of transportation. Bikes are critical for addressing climate change, and contribute to a more active population, safer streets, and lower household expenditures on transportation. Given this, understanding how existing cycling infrastructure is being used, including where and when, helps decision makers know what to invest in. This project does exactly that, counting cyclists and other active travel users in the city of Tempe across a whole day, and across the whole north of the city. Cycling in Tempe is already attractive in some areas of the city, but not others. The findings from this project were shared with stakeholders and community members in an interactive web map.

Defines the concept of the arcology as conceived by architect Paolo Soleri. Arcology combines "architecture" and "ecology" and explores a visionary notion of a self-contained urban community that has agricultural, commercial, and residential facilities under one roof. Two real-world examples of these projects are explored: Arcosanti, AZ and Masdar City, Abu Dhabi, UAE. Key aspects of the arcology that could be applied to an existing urban fabric are identified, such as urban design fostering social interaction, reduction of automobile dependency, and a development pattern that combats sprawl. Through interviews with local representatives, a holistic approach to applying arcology concepts to the Phoenix Metro Area is devised.

It has been identified in the literature that there exists a link between the built environment and non-motorized transport. This study aims to contribute to existing literature on the effects of the built environment on cycling, examining the case of the whole State of California. Physical built environment features are classified into six groups as: 1) local density, 2) diversity of land use, 3) road connectivity, 4) bike route length, 5) green space, 6) job accessibility. Cycling trips in one week for all children, school children, adults and employed-adults are investigated separately. The regression analysis shows that cycling trips is significantly associated with some features of built environment when many socio-demographic factors are taken into account. Street intersections, bike route length tend to increase the use of bicycle. These effects are well-aligned with literature. Moreover, both local and regional job accessibility variables are statistically significant in two adults' models. However, residential density always has a significant negatively effect on cycling trips, which is still need further research to confirm. Also, there is a gap in literature on how green space affects cycling, but the results of this study is still too unclear to make it up. By elasticity analysis, this study concludes that street intersections is the most powerful predictor on cycling trips. From another perspective, the effects of built environment on cycling at workplace (or school) are distinguished from at home. This study implies that a wide range of measures are available for planners to control vehicle travel by improving cycling-level in California.

Cities are in need of radical knowledge system innovations and designs in the age of the Anthropocene. Cities are complex sites of interactions across social, ecological, and technological dimensions. Cities are also experiencing rapidly changing and intractable environmental conditions. Given uncertain and incomplete knowledge of both future environmental conditions and the outcomes of urban resilience efforts, today’s knowledge systems are unequipped to generate the knowledge and wisdom needed to act. As such, cities must modernize the knowledge infrastructure underpinning today’s complex urban systems. The principal objective of this dissertation is to make the case for, and guide, the vital knowledge system innovations that coastal cities need in order to build more resilient urban futures. Chapter 2 demonstrates the use of knowledge systems analysis as a tool to stress-test and upgrade the Federal Emergency Management Agency flood mapping knowledge system that drives flood resilience planning and decision-making in New York City. In Chapter 3, a conceptual framework is constructed for the design and analysis of knowledge co-production by integrating concepts across the co-production and urban social-ecological-technological systems literatures. In Chapter 4, the conceptual framework is used to analyze two case studies of knowledge co-production in the Miami Metropolitan Area to better inform decisions for how and when to employ co-production as a tool to achieve sustainability and resilience outcomes. In Chapter 5, six propositions are presented – derived from a synthesis of the literature and the three empirical cases – that knowledge professionals can employ to create, facilitate, and scale up knowledge system innovations: flatten knowledge hierarchies; create plural and positive visions of the future; construct knowledge co-production to achieve desired outcomes; acknowledge and anticipate the influence of power and authority; build anticipatory capacities to act under deep uncertainty; and identify and invest in knowledge innovations. While these six propositions apply to the context of coastal cities and flood resilience, most can also be useful to facilitate knowledge innovations to adapt to other complex and intractable environmental problems. Cities must move swiftly to create and catalyze knowledge system innovations given the scale of climate impacts and rapidly changing environmental conditions.
